How do you prevent a lane from pushing out?

Laning against a Pantheon , or Gnar or whatever other obnoxious lane bully. They push the minion wave into my tower and as I pick up a scant few last hits, my minions walk out of my turret, into the freeze area, and I'm stuck standing around unable to take an opposing minion without losing 60% of my health because the turret isn't above me to farm safely.

As the next wave comes in, mine catches up first, and the wave starts pushing out, to the enemy's tower, where they procede to freeze it while threatening me with immediate death if I dare try to move out to get that precious EXP.

What are you supposed to do in this scenerio? Breaking the freeze will result in my character dying, and my team badmouthing me for "being pushed up" when I didn't even push the wave for a single second. If I wait around under my tower, I end up two or three or four or five levels behind while the enemy laner and jungler get free reign to pick up gold and exp from the minion waves.

Those four champions have horrible early-game clear, and I dont have to have played for over a month to know champions like Ornn and Malphite have almost no mana to spend before they get items. You have to find better champions and adapt, especially better counterpicks to champions like Gnar

Thin the wave out as it's coming to your tower. You want to try and freeze it just outside of tower range. Once you get it stuck there ask your jg to come gank.

Basically think of it this way, for every auto attack your opponent does if you match it but just minus 1 the wave will always be in your favor. Now this isn't really practical vs a bully but you can still think of it in terms of minions. Try to keep up with the number of minions he kills minus 1 and you should be able to stay near your tower.

Don't EVER clear the wave unless you can for sure push it all the way to his tower and reset the lane.

And what if the jungle doesn't come while it's frozen there, only showing up after it's already reset? Because that's what happens a lot, then m y jungle says "why ask for a gank when it's pushed out that much?"

Unfortunately in low elo junglers usually don't have a clue. Basically just keep it frozen and deny them CS. One of three things will happen eventually.

They will fall way behind in CS which will give you the advantage mid game. They will get frustrated and try and dive you. They will try and roam. If they do this then you can shove hard and damage/take their tower.

Top is very much about wave manipulation and doing alot of waiting, either for junglers or for your opponent to make a mistake for you to capitalize on.

Worst case scenario if you can give up top tower to take bot tower do that, then just freeze it where youc an't be ganked. It's worth the trade.
