He seemed okay to me.
His Q has a 96% AP ratio if all five bolts hit a single enemy. That's actually bonkers damage for an ability that scales to a 2.5 second cooldown. With 35% CDR it was on like a 1.6 second cooldown.
If Swain has any problems, I'd wager it's the unreliability of his E (particularly in lane) or his needing at least one stack of his passive to use his ult, which feels awful.
new rework is a joke
Many people complain about him, but I've had him on bot lane as an enemy support and he was really annoying (to the point where I've considered banning him). Maybe I'm just not used to him yet, idk, but from what I've seen, he can be played aggressively and efficiently.
Def does enough damage, his grabby thing and electrocute alone can do half someone’s health in the early.
People dont quite know how to play him effective yet nor what to build on him. For now his early game seems pretty bad, yes but his late is ok. I also think he will be in a spot like Azir, Kalista, ... where they are much more valued in higher elo. His w can give you so much map awareness, f.e. enemy jungle paths, checking on drake, checking bushes, stopping recalls,... This all his little value in lower elo since most of the time people just win by getting the most kills, not by objectives, setting up teamfights the right way or even rotating to the right place at the right time.
That being said, the only thing I am asking for is to be able to cast his r nova freely (similar to Riven's windslash), dealing more dmg the more you charged it.
I'm sorry you need skills to play him now.

they made a new champ, plain and simple, and they did a crap job of it.
swain didn't need rework, he just needed an update adjustment, such has having his pass gain him mana or hp based on which is lower based on dmg dealt, q add blind and silence(animation Beatrice pecking interact w/ e for 2x dmg lose silence blind Beatrice animation beam), e aoe "WHILE marked dmg to swain is reduced by 20%, and if target DIES furture dmg is increased by 5%,& if target kills swain their future dmg to swain is reduced by 5%"increase range so can lead w/ it w when snare enemy champ gain ms, 10sec cd all ranks R when hit send out another raven at attacker(increase mana cost/for current mana cost) to counter that he can only send one every other second
