Why do I lose full LP because someone on my team is a handicapped chimp?

And more importantly, why isn't this being fixed? When someone is 1-10-3 at 20 minutes, there's a serious fucking problem, and their team shouldn't be punished because they drew the short straw in the queue.

Riot probably doesn't want to stall the Q for like 40 minutes, trying to find people with the exact same win/lose ratio, and play time as you. These waiting Qs do need some tolerance in order to get the games moving.
