uh he's arguably better than reworked kog was.

now he's an actual adc who scales insanely hard, his one item spike is good, and he doesn't require you to stand in place to deal damage.

stand in place machine gun kog was either completely broken if he got a good set up or 100% useless

Depends on what you mean by "better".

Healthier? Yeah. Stronger? Not even close.

he does less dps, but he does more practical dps. he is stronger for sure. his win rate will drop because he requires skill now, but now he is the highest dps adc still (not as high as reworked kog was obviously) and can actually move to deal damage without it crippling him.

before you had to either be a scripter or use the ZX thing to orbwalk and even then it wasn't the most efficient. kog pretty much just wanted to stand still and melt everyone. that's not practical against good opponents.
