Does Katarina outdamage every other assassin?

it depends on the skill of the katarina player and how far into her build she is, if its a skilled player and she has full build along with teammates who can protected her then yes she can easily outdamage other assassins because unlike most assassins she still has a lot of instant burst not the delayed burst.

example from my past game, the enemy katarina had a very competent jungle who basically babysat her the entire game and a team who funneled her kills, leading her to have just short of 30 kills before 30 minutes, she was able to be killed sure but oly if your team sacrificed two or more people trying to kill her, otherwise she was able to destroy us as long as her teammates were able to save her

I personally feel like this needs to be addressed. There is no reason why a Champion, even if fed, should require so much from the enemy team to be shut down. I feel the same about Wukong and Yi. Only difference being that they can be CC'd if seen. (Of course, that doesn't consider Wukong's ability to sneak into a fight with his clone). Sure, you can cc Kat, but it's damn near impossible with the ridiculous amount of mobility she has, ON TOP OF THE FACT THAT SHE CAN LITERALLY ONE-SHOT ANYONE WHO ISN'T EVEN REMOTELY A TANK.

So, if you actually did manage to cc her, there's no guarantee that you'll be able to kill her, let alone escape the area, if that is what you were going for, to begin with. I just really hate Katarina right now, so I apologize for my obvious bias. I just really feel she needs to be addressed. That, or they need to look into nerfing Hextech Gunblade's effectiveness. Something.
