Why isn't Ali allowed to jungle?

Everyone says that his CC tools are too good but honestly there are a lot of junglers who bring simular amounts of CC to the table like Naut or Sej. Plus, Ali is incredibly slow at clearing anyway, even before they nerfed his passive. Which means that he'd probably be behind in EXP to make up for it. Other Champions like Nidalee for example are given the tools to jungle instead and I think she was causing more problems than Ali jungle before his passive nerfs. Even if his CC is great, there are enough flashy and save champions to screw him over anyway. Considering all that I don't really get why this decision was made.

idk if you remember Alistar Jungle back in the day, but the tower dives were just cruel

This. When the enemy team had a cow in the jungle, you were not safe under your tower.

I enjoyed playing him in solo lanes in the jungle back in season four.

I made similar posts when season five rolled around. Since the jungle was made to be more difficult, I didn't understand why his passive change couldn't be reverted.

Sejuani has her ult (which can miss) and her Q (which can miss). Nautilus has his Q (which can miss), his E (which can miss) and his ultimate (which has a travel time).

Both champions need to build armor and MR, while Alistar can tank more damage while just stacking health, which thanks to the RoA buff means he can go full AP and destroy. 4 RoA, Warmogs and boots. Gives you 2800 Health, 400 AP, and you never die.

You obviously didn't play when he jungled. If he ganked your lane you had to run back to your second tier tower or you were getting dived and he would just tank the tower aggro while the other laner(s) crapped on you while you were perma cc'ed
