Ryze; Another Gameplay Update

I know what Riot was trying to go for with this edition to the current Ryze with the moment of power passive and skill shot to his Q - which with a perma-root unfortunately a skill shot Q does not change anything, and the moment of power Ryze just makes him press W and 100 to 0 you without being able to move since you cannot move due to perma-root. My idea will actually remove the cooldown reduction aspect (bare with me here) in order to grant more room for better balancing to Ryze while keeping the cool Ryze elements I think are cool which are the instant root, machine gun Q, and mana scaling.

Arcane Mastery (Passive): When Ryze deals damage with his spells he gains a mark of magic for 4 seconds and upon reaching 3 marks of magic grants special effects to his spells. Ryze may indefinitely keep these special effects as long as he is dealing damage to an enemy with Overload in the last 1.5 seconds. Upon leaving Arcane Mastery Ryze cannot re-enter this mode until 6 seconds has passed.

Additionally, Ryze's spells scale off his maximum Mana.

Overload (Q): Cooldown: 4 seconds; Cost: 15 Mana; Range: 900 units Arcane Mastery: Upon entering Arcane Mastery refreshes Overload's cooldown and reduces its base cooldown to be lowered to 1/0.8/0.6/0.4/0.2 second. Overload's skill key may be held down to activate a rapid fire mode.

Active: Ryze throws a charge of pure energy in a line to deal 38/41/44/47/50(+10%AP)(+1%Mana) magic damage to the first enemy struck.

Rune Prison (W): Cooldown: 14/13/12/11/10 seconds; Cost: 100 Mana; Range: 600 units Arcane Mastery: Dealing damage with Overload to the caged enemy increases its duration by an additional 0.25 second up to a cap of 1/1.25/1.5/1.75/2 additional seconds.

Active: Ryze instantly traps an enemy in a cage for 1 second and deals 80/100/120/140/160(+40%AP)(+2.5%Mana) magic damage.

Spell Flux (E): Cooldown: 12 seconds; Cost: 60/70/80/90/100 Mana; Range: 600 units Arcane Mastery: Dealing damage with Overload reduces Spell Flux's cooldown by 1 second.

Active: Ryze unleashes an orb of energy at the target enemy, dealing 36/52/68/84/100(+20%AP)(+2%Mana) magic damage and reducing their magic resistance by 6/7/8/9/10% for 5 seconds, stacking up to 3 times. Hitting an enemy champion with Spell Flux grants Ryze a 40/50/60/70/80(+40%AP)(+3/3.5/4/4.5/5%Mana) shield for 2 seconds.

After striking the target, the orb splits and bounces to Ryze and enemies within X-range of the target, capping at 6 targets, dealing 18/26/34/42/50(+10%AP)(+1%Mana) magic damage to each enemy hit. After hitting secondary enemies, the bolts return to the primary target dealing half the damage again for each bolt that returns.

Desperate Power (R): Cooldown: 100/90/80 seconds; Cost: 100 Mana; AoE Range: 200 units Arcane Mastery: Dealing damage with Overload lowers Desperate Power's cooldown by 2/2.5/3 seconds.

Active: Ryze becomes supercharged, gaining 15/20/25% spell vamp and 80 bonus flat movement speed for 6 seconds.

Over Desperate Power's duration, Ryze's spells deal half of their damage to other enemies around the original target.

EDIT: Rune Prison: Root duration up to 1 from 0.75 second, additional root lowered to 1/1.25/1.5/1.75/2 from 1.25/1.5/1.75/2/2.25 seconds (total maximum be the same at 2/2.25/2.5/2.75/3 seconds)

err personally Ryze wouldn't be such a problem if Riot threw a little inconsistency, if they made his W a skill shot nobody would be crying.

That would ruin Ryze's identity of stopping mobility champions and would not solve anything because the perma-root would still be there; we need to change Ryze in a way that allows him to be tweak and balanced properly and make him not in a status of perma-banned broken or completely useless and never sees the light of day--- so to put him in a balanced state we need to make the right changes.

so if we control root duration, frequencies of roots, his machine gun aspects, his damage among the stages of the game, and the rate he gets his E and R back up then we can finally have Ryze at a place where he can be properly balanced instead of being insanely overpowered broken or insanely gutted nerfed to oblivion by granting ways in his kit to be controlled balanced to place him in a healthy status and grant fine tuning numbers when needed
