ROA was always a battle mage or ap bruiser targetted item for champions like even reworked ap gragas

but instead it just ended up being abused the hell out by while most ap bruiser actually skip ROA now because they are usually too behind in the early game vs a laning mage to benefit much from rushing it while anivia cassio have big cs lead over them and just buy the item way earlier same for tf with his passive and they stack the same stats while having a way better setup to buy it...

Just my opinion if you made some small changes like that maybe you wouldnt have to gut every mages mana regen because they end up bullying some people in lane and give those who struggle a little bit of help instead of nerfing mages when adc are like idk not balanced maybe?

RoA is one of the oldest items in the game and has a long history being used by both ranged and melee AP champs.

Most "battle-mages" (I'd rather call them AP juggernauts) build this item 3001 , it's just more beneficial (and yes this one should be melee only imo, eve tho I love mages, it's purely cancerous to deal with the champs you mentionned who build it)

Since when does Battle mage have to be a melee only type of class? Also RoA was always for mages who have to get closer to their targets, which Anivia/TF and Cass all do as well. And in Anivia's case is needed for her extremely low base hp she has (and massive mana costs).

Most of those melee champions you even listed don't even really build RoA because of better options Like item 3001 or in Ekko and maybe Diana's case item 3152 .
