Would it hurt to buff azir right now?

Yes I know riot is planning to rework azir soon, but what if he was buffed right now? Azir is in an akward spot. He was never really too strong for soloqueue, but he got nerfed because of his performance in the competitive scene. But I think if azir was buffed now, he would not go back to the must pick/ban-status in competitive, here is why:

• Rylais slow got nerfed. After Azir was gutted, one of his core items got heavily nerfed aswell. Even if azir was buffed, he'd still not be able to bring that 40% permaslow, that is so annoying to face. The difference between 40% slow and 20% slow is essential.
• The current midlane meta in competitve. are the strongest midlane champions right now. All 3 of them are very good counterpicks against azir.

I don't ask for buffs that make him permabanned in competitive again, but buffs that make azir feel like a decent champion, until he gets his rework.
