Pre level 30 needs more changes

There are WAY too many kids who have zero idea what they are doing and are literally the most toxic, intentionally feeding, raging and trolling people in the entire league. I didn't think the decrease on how long it takes to level up would be a big deal, but it is letting way too many toxic/trolls get to actual games way too fast

I think it would be awesome if they created a larger number of more complex and actual meaningful tutorials(similar to what Smite has, I'd say) that grant you large amounts of XP upon completion would be super beneficial. It'd certainly help them actually learn the game a lot more. Unlike teaching you to build a thornmail on ashe lol
