This might be a terrible idea, but @Riot, have you considered making items with negative effects?
By that I mean strictly negative effects, such as -20 Movement Speed, or -10% Health, and that would act as an additional "payment" for certain effects, something with a trade off like that. So nothing that could potentially be bad, such as
granting increased size, and therefore being a larger target to get hit by spells, or
remaining gold inefficient until you get at least 6 stacks on it.
Have any negative effects on items ever been considered as ways to balance powerful effects on items?
Personally, I think it'd be an interesting way to spice up some of the items. Give them some more power, but at a cost that goes beyond mere gold. Or, rather than add those kinds of effects to existing items, why not make a new tier of items above Mythic?

Maybe a Tier 2 (3?) Boot upgrade that gives you no bonus movement speed (or maybe even less than your base?), but what you get in return is stacking slow on your basic attack and/or abilities.

What about an item that gives your abilities an additional X% magic damage on hit but at the cost of Y% of your current health? (A cool UNIQUE PASSIVE name I came up for this would be Blood Magic)

How about an item that's stupid overloaded, like some kind of
on crack, but it takes up an additional item slot?
Idk, it could be fun and I think it'd definitely be interesting, but it could also potentially break the game if not balanced correctly. Speaking of balance, they'd probably be a nightmare to get just right. ![]()

in terms of gold to even be seen as an option.
