Archangel's Staff is REALLY Good

Anyone notice that? I mean, with mana being added on a good bit of items: And the 25% mana refund on mana spent, this item is really good. Plus, with more mana going around, the active also benefits a ton, making normally squishy targets essentially have a free Lifeline passive similar to Sterak's and Maw. Plus, with the removal of mana regeneration in general from most Mage items, the 25% mana refund and max mana gain (effectively reducing each spell cast by 25% + 4 flat mana) is huge, especially for Mages with mana problems. My personal tip is, everyone you can afford to purchase the item on and can effectively build stacks on, buy this item on. Ryze, Vel'Koz, Taliyah, maybe even Fizz, buy it on. If you can afford to, having another defensive cool down as Fizz just makes the enemy team love you I bet!

Yes, yes it is.

I some times rush it in place of 'Mana Regen' Items. For example, on Ziggs. I'll gladly rush it for the huge Mana Pool combined with the huge damage it eventually reaches.

Please don't... I don't know about taliyah and velkox, but don't build it on fizz.

its a late game item. Fizz is about winning lane and then itemizing for late game later. I doubt anyone will ever trade win-lane fizz for late-game fizz. There might be some rare circumstance, though.
He doesnt need that much mana. The 250 mana from sheen is x100 times better because of Sheen's passive.
Between flash+E+hourglass, he has no need for more defense.
