Caitlyn Mini-rework

Between all of my accounts I have played over a 1000 games of Caitlyn Caitlyn and I flat out love this champion. But she still has her problems that I feel could really improve her not only gameplay-wise but thematically as well. This is a mini-rework so there are only 2 things I'm suggesting. A big change to her Q and a little one to her R. Now what I'm suggesting is going to be a net buff to her overall. Nothing crazy. It shouldn't break her since she is already not doing too good even before the crit rework, but if she's too strong, I could see them easily removing power elsewhere because I think this would make her a better champion overall.

Q Run Down: Piltover Peacemaker is a cool ability, it can combo smoothly with E for nice damage, can wave clear, poke, and is just overall great. Well in the laning phase... Afterwards it's pretty much an afterthought and that's its first problem. The second is the range of it. It has good range, but when I see champions like Jhin and and Kaisa snipe with their W's across that map I can't help but wish Caitlyn could have something like that since she is a sniper after all.

Changes: Reduce its width and make the model sleeker to better represent its hitbox. And increase its range to 3000 like a Jhin or Kaisa W. Lower its damage by 50% but not for minions. If it hits a minion its range decreases to 1250 (the normal range). Hitting a champion stops it in its tracks, but marks that champion for a head shot like with her E or W and reveals them like her traps do. Adding the head shot proc should keep the ability from falling off late and having a long ranged skill shot really helps add to her overall theme as a sniper champion.

R: Everyone knows why this needs a change. It always gets blocked and half the time when it does hit it doesn't finish the job. I thought I could at least fix the first issue.

Changes: Enemies currently revealed by her W or Q cannot have the bullet body blocked by their allies. I think this change is reasonable, because the blocking is to give it some form of counter play. Since her Q and W both have innate counter play, having those abilities negate her R's counter play seems fair to me.
