Compensate Shaco and Warwick's mana/mana regen

These are quite possibly the only junglers I ever buy mana potions on (not even Evelyn - who did receive a compensation, for whatever reason I don't know) and they did not get any compensation. I don't want to be forced to get the new Teal Smite instead of Blue/Red for the sake of not running out of mana.

Also, laning AP Shaco, though not a popular pick, really needs those mana potions early.

Both of them are in need of a rework, but don't leave them hanging for months.

They hate Shaco, the most they'll give him is the QoL buffs that people have been wanting since forever. Any direct buffs or compensations? Nope. They'll tell us to suck it up
