It silences way too slow, Someone literally can cast skills while on top of it

Well if something is already being cast, it won't stop the cast. I hardly consider instant being too slow. It just doesn't stop casts already in progress, so it seems like it's slow at times.
I literally just played a Riven who was in GA with my E on top of them and the moment they revived they just E'd out of it, wheres my silence
