He's a drain tank. That's like asking why Aatrox isn't in blood moon. Or Darkin Kayn. WW doesn't burst. He is more sustained damage and too tanky.

I'm wondering why Wukong isn't there. Or Shadow Kayn. Or Nidalee.

Low mobility? Are you trying to put him on the same level as the likes of Garen, Darius, and Nasus? More like sustained burst, and that's only while his ult is up. The only "durability" he has is from his E. Calling him "moderately" durable is stretching it at best. High utility? What utility? You mean his single target condition based stun? That's nothing. You might as well say Brand's Q is "high" utility.

-If Kennen is "high mobility", so is any support who uses item 3303 and gets 650 gold.

-Teamwide stun, so yes high utility

-Kennen buys item 3152 item 3157 item 3111 so yeah moderate defense combined with his E

With Ult+W Kennen needs a full second to stun an enemy team for 1.25 seconds. Meanwhile, Amumu hits R and everyone is instantly snared+disarmed for 2 seconds.

And the fact that he runs off an energy bar makes it impossible for Kennen to sustain his DPS. In comparison, we have Swain who actually does do sustained DPS.

An assassin is someone who can go in, burst with a quick rotation, and reliably get out, usually with limited to no survivabilty and utility. Kennen is not an assassin. If anything, he is a manaless battle mage.
