Is Poppy underpowered?

According to champion.gg she currently sits at a 47% winrate and has no favorable matchups at top lane. Her playrate also decreased a lot (maybe that's why I've seen very few Poppy compared to before) - Have the nerfs to her Q killed her? Poppy used to be a champion with great early game damage that would then transition into a tank during mid/late. The nerfs to Sunfire Cape and Iceborn Gauntlet also affected her. Is Poppy still viable or she is underpowered?

47% is still a fine winrate, that's what Poppy looks like when she's balanced.

You'll notice she's still a regular pick in pro games, the utility on her kit is still insanely high, especially with her R, and that gives a ton of power to coordinated teams.
