About new Swain's W "Champions hit take double damage"
does that mean if you land your W on enemy champion and hit him with your Q your Q deals double damage ?

no, it just meant that champions take twice the amount of damage minions and monsters do.
So they decided to double the damage numbers on the tooltip (from 150 to 300 at max rank) and say minions and monsters take half damage instead.
(Meaning basically nothing changed)
No it means that when you hit enemy champs with that spell they take double damage from that spell as stated, this is to not make his waveclear too strong before the intended moment for balance purposes.
