Riot, what are your thoughts on Hecarim?

Everyone's favorite horse seems to be struggling where he's extremely feast/famine. He's forced into building tank items due to his horrid base resist and health, but at the same time his damage is lacking enough that he needs early damage items, making it where if he falls behind even slightly then he has no way to reach his both tankiness and damage so that he either is useless but can survive, or will blow up in an instant from being glanced at. Would you consider any potential base armor/health buffs? Or perhaps a buff to his Q damage so he has more sustained damage?
