Um... he has some of the most HYPER carry damage in the game from safety, and he has a 1100 range escape that also gives him a shield, AND he gets an AOE self peel.

His issue is that he's supposed to be a mid-late game AP ADC, which already can't really be itemized against with the items currently in the game. However, at least in the pro scene, he seems to be effective at any stage in the game. We'll see what they do.

And Rylai's isn't the issue. It's part of the issue. The other issue is that there is NO itemization versus AP-Marksman damage. AD has items such as Frozen heart, thornmail, randuins, ninja tabi. All AP has is Banshees to mitigate the very first instance of damage (If the shield is even up).
You can't name any combination of items to will make Azir's job difficult in the mid-late game. The ONLY option is to build 6 MR items with a full MR rune page and maybe then it will take him 3-4 seconds longer to kill you. I'm not saying there should be a combo of items that make him useless, but there isn't an effective build path. Your only strategy is "Take him down."
