Lower Thunderlords' Dmg BUT Increase its AOE

Thunderlord's decree is meant to be primarily good on damage dealers who rely more on burst, and thus won't use Deathfire Torch. Said champions also tend to have more AOE abilities.

However, it's being used on everyone because of its dmg. Its dmg is inevitably going to be nerfed...But why not increase its range? I've never seen this ability hit more than one person, despite its tooltip suggesting otherwise
