Has Riot Weighed In On This Season's Major Outliers Yet?

I'm trying to find Meddler or someone acknowledging / talking about their plans to bring champions like Twitch Malzahar and Sejuani back in line with the rest of the champion roster. These three are all sitting at 54-55% win rates and are consistent pick-or-ban champions.

Twitch needs his Ambush duration DRASTICALLY lowered. 14 seconds for a ranged champion is ridiculous. Malzahar needs his safety (namely his passive) addressed, along with his ability to clear a wave and come out positive. Sejuani needs to not be a better, more mobile Leona. >_>

They said with Twitch and Tristana it's probably because of item 3504 so they're waiting a bit. Idk about the other two
