There are only 2 people to honor anyone compared to 4 in SR. Make honors in TT hold more value than in SR and allow us to earn keys like we used to before this honor system, else getting hextech keys is just plain worse now.

Getting honours has no impact on the amount of keys you get, just how quickly you level up honour. Honour level 2 and honour level 5 both have the same fragment drops though, so it's just a matter of quantity of games played in actually getting fragments.
If you've been naughty and got bumped down to honour 1 or 0, then you may be a bit of a disadvantage since it'll potentially be slower to get back to 2, but the trick would be to behave in the first place.
