Riot Should Post PBE Patch Notes At the Beginning of Each Cycle

A lot of the time Riot puts something onto the PBE, it is without comment unless it is something rather big. However, some stuff goes without comments and why it is happening is up for people to guess. I am aware Meddler has been doing the Gameplay Thoughts section, but I believe it would be better if, at the beginning of each PBE cycle, Riot would post a detailed list of who they want to change in the cycle along with reasons why for each individual change. This way, people can know up front why exactly Riot is doing something instead of having to guess what each change is meant to be doing. This would both improve communication with the community and reduce frustration. As an example, I think Malzahar mains would be really happy if Riot specifically told them in detail WHY some changes were taking place and the goals behind them. This way, there would be less spam on the forums about the same subject.
