Was playing VI the other day in a bot match (cause I haven't touched the game in over a month or so), and I decided to buy steraak's just to see how effective it is on Vi.

The 25% boost to AD is nice but I noticed something. Vault breaker, denting blows, and Assault and Battery all showed they were dealing less damage on the tooltip.

All three of those abilities utilize BONUS AD, which is entirely independent of the level growth a character has, so why would buying Steraak's cause the game to read the champion as having lower bonus AD?

Unless the increase from Steraak's is overlapping with the bonus AD, shouldn't the tooltips and damage of Vi's Q, W, and R remained static in damage?

Because Sterak's build path gives bonus AD but Sterak's itself does not. So, Jaurim's Fist + Long Sword gives 25 bonus AD when you combine them you lose that 25 bonus AD and it turns into 25% base AD instead.

Ah damn that's right. Much appreciated since I was completely confused why I was seeing less damage there.
