Why are only some unavailable skins shown?

That's mostly cause they only just put some into the vault and haven't had them removed from the champion pages. They will get there eventually.

Uh... no. They removed most all of the skins that are vaulted, rewards, ect unless you own them. Only a small group that come up as Unavailable are those that recently went into the vault. Other NEW skins that great released are also listed as Unavailable till they make them Available (which there aren't any of this kind till the next patch).

If I get on another account that does not have stinger akali that skin is shown but crimson akali and all-star akali are not shown.

it should be all or nothing shown. PBE has all skins shown all the time even king rammus and UFO Corki.
