Could there be a shield breaker item in the future ?

So here's the thing. In Hots (Yes I play other MOBAs, bite me) there's one character, Varian, who has an ability he can take later in a game to make him do extra damage to enemies with shields and even do a large amount of burst to an active shield.

So why don't we have an item that does something similar, a niche item to have if an enemy team is very shield heavy. I mean, think about how many champs can either shield themselves or even shield others. are just some that come to mind, items like or + on a tank are pretty common, & Windspeakers and make shields even stronger.

I just feel like if there are going to be an absurd amount of shield possibilities in the future of League we should at least have an answer for it rather than just "oh lots o damage will make it pop." I feel like there should be an item, more or less meant for say juggernauts or tanks, that would allow you to at least get through a heavy shield in an instant for at least one target. And just as an example it could be like point and click deal damage to target, dealing flat damage initially + bonus damage to any shields they have up on them.

Idk maybe it's just me and this will just get downvoted but I just feel like there could be a niche item to heavy shielding team comps.
