If CoC isn't going to be reworked than a lot of champs are going to get nerfed

This is just fact, a 2% downgrade isn't going to stop bruisers who can kill you in one rotation from taking it (this being besides the point of turning keystones into a straight stat check between CoC and any other damage keystone), so riot's going to end up in the position of once again changing champs to accommodate keystones.
