Baron and Dragon timers
Can we just make this information global, regardless of whether or not you have sight?
At the moment, you know when Dragon goes down because the Dragon Slayer buff is visible on all players and on the scoreboard without needing sight of dragon - particularly since there is a visual fanfare when you receive the buff. This reintroduces the pre-timer issue where it is easily possible to track the information if you're paying attention (in chat, or with a stopwatch), which is something you disliked because it created an unwanted skill requirement (the Dragon Slayer buff isn't suppose to be a way to time Dragon's spawn timer). Baron Nashor can arguably be concealed by the fog and the buff go unnoticed for a while (whereas top will usually be visible for dragon) - it would be silly for epic monsters not to behave standardly.
There's also the issue where not having the timer creates snowballing. I'm one of those people who is enjoying taking level 2 Dragons on Pantheon: granting my team and incredibly early advantage at relatively no risk (until people catch on and start checking). Now unless the enemy support tracks when their opponents receive the buff: the enemy team is likely going to have no idea that (a) dragon is dead and (b) when it will spawn again. In fact, I will often take two dragons before I even have to start clearing wards (people don't usually start warding dragon before 8-10 minutes). I'm all for saying "well it's the enemy's fault", but for something as snowbally as dragon and baron - teams should always know when it's about to spawn so then can prepare.
With the global timers, you could even add global announcements. "Blue team has slain the Dragon" (like in spectator).
