Which passive is the more worth in gold per stats in the game? talking about passives that give flat stats such as Garen Shyvana Veigar Nasus

Yasuo because he gets 100% crits with two items. He also has a shield because he needs two passives for some reason.

Infinitely stacking passives all give theoretically infinite gold, so if you look at it that way, those all even out with one another. BUT, if we go about it differently and ask instead how much gold is actually being given by the passive if all things are equal, then that's another matter.

Veigar and Thresh's passives are easy to measure since they work off a simple stack=stat formula. 1 stacks for Veigar means 1 AP, which is equal to 21.75 gold, while 1 stacks for thresh means .75 armor and .75 AP, in theory worth 31.3125 gold. Thresh has more value per stack.

Nasus and Sion, on the other hand, aren't so easy to quantify. Nasus gives extra damage on his Q, but doesn't give AD. If it did, one stack would be worth 35 gold, making it the most expensive. Sion straight up doesn't give stacks, just HP. 2 HP from minions and 10 from big monsters and champions. Amusingly though, it doesn't matter how you chose to measure that though, because at a value of 2.66666 gold per health point, his passive probably grants the least amount of gold, even though his health also turns into damage.

In conclusion: Infinite passives are all equal, don't think about it too much.
