It also offers build diversity. A lot of ap champs need to save boots for magic pen etc. or if you need more attack speed (
)but still want to incorporate slow resist somewhere into your build.

Its passive would be less significant than banshee's and could be paired with another passive. if banshees is overkill for your needs but you still want one thing to help you survive a slow heavy opponent this item would fit that niche.
I could see this be added to a support item, (like upgraded 
) supports likes to ward a lot roam but might be worried of getting caught.
