Jungle and top have been sharing a meta issue for a long time

Going back to the issue of when the more common complaint was the issues of top lane feeling like the most unwanted role and having the lowest impact especially for fighters. Top lane and jungle similarly have the widest number of playable champs in the role but share an issue of having the most restrictive best choices.

Over time changes in both those lanes have really enforced that issue increasingly. Although the recent and planned incoming changes may cause a shift in fixing that for top, the bounty change gives power to the early game champs and the PBE banner change gives champs that prefer a more stalling and passive playstyle still an option while no longer being a hard nope towards magic damage types. For a while even though riot has poorly tried to address it jungle choice has been whoever is strongest early is the best choice. With the changes to scuttle this has been enforced to the most extreme point yet I would think, with the the gap between the top junglers and the rest of the pack simply becoming wider. There needs to be more options given to the jungle champs that aren't early game.
