while removing energy costs from zed's shadowless moves? Mages and other Champs that were meant to spam have mana regen effects,
and it seems that every energy user has mechanics to refund said energy. why not? Also give this mofo

Energy champs are designed around having better lane spam, but they have difficulty keeping up enough energy in a team fight if they don't micromanage their energy refund abilities very meticulously.

Also: Liss is terrible as a spammer. Her passive is there just because her base mana regen is crap.
Some other heroes only get mana back on creep kill.
The last group, which has mana restoration temporarily available, are often very weak to begin with.
