Neither of those champions have resets...

Darius repeately dunking people for 30%+ of their hp as true damage was a bigger issue.

Now if you bring up issues like where resets lead to pentakills it's more understanding.

I really do wish they'd give Leona's ult an actual cooldown :/ It makes absolutely no sense for a bot lane support to have an ult cooldown so low when their enemy will likely have +30 seconds on their own ults. How is a Janna meant to beat a Leona when Leona can engage twice as often as Janna can disengage?
