Way to make Diana more balanced

Ever since the assassin update Diana hasn't really had a strategic niche. There's nothing that she does better than the other AP assassins, skirmishers or divers. I hope that they are targeting her for the diver class update but in the meantime I want to propose a buff that I think will make her relevant but not overpowered. All I want is for her W cooldown to decrease by 1 second every rank. That's it. Currently her W cooldown is 10 seconds and isn't reduced by rank. This buff would give her a 6 second cooldown at rank 5. By giving her this buff it gives a possible incentive to max W first in difficult matchups (like Jarvan does) and it allows Diana to team fight better in the late game because it allows her to potentially get a second shield if she plays things well. Right now its near impossible for Diana to survive long enough for her shield to come off cooldown (unless she builds bruiser) which make it very difficult for her to excel in the late game. This would give Diana a strategic niche to be a slightly tankier alternative to other AP assassins, skirmishers and divers (though lacking any method of escape.)

if you need to, take 10% on runes, but she doesn't need it.

Her E is hot garbage. I've been working on a list of changes I would make to every champion. I think my idea for Diana was targets with moonlight hit by E are stunned for a short period.

I'd like to see her get bonus range on her ult vs. moonlit targets. Say an additional 50%?

Seems like a fair CoL buff to me? Still requires skill to hit and has the built in counterplay of "dodge her q" :P

It's not a big deal because you really shouldn't be building it anyway, but currently Diana's passive moonsilver blade isn't interacting with phantom hit from guinsoo's rageblade, it isn't affecting her stack generation which it's supposed to do. Will this bug be corrected in the future?

Side note, Riot please give Diana an ordinary base attack speed.

Does Diana have a hard time with CDR? I think if it got lowered, she could start accessing it too easily on hard magey builds with good CDR. Next thing, she'll be pulling out 3.6sec shields at 40 CDR-- which is terrifying. Something like 3.2 at 45%. And each time, it deals damage, and it'll apply things like Rylai's, and she'll be clocking another shield...

If Diana's going to be made less niche, it's going to be while she's at a range. They'll give her Q some sort of pop at the end, or turn it into a two-stage swingy sweep. Either that, or they'll give her some sorta CC potential up close.

Maybe if you went 10/9.5/9/8.5/8... but even then, it's still cutting a low shield.
