Can we fix Kennen's energy problems, or at least the Lightning Rush design flaw?

Lightning Rush costs way too much energy, especially with the refund being unreliable in team fights, and still putting Kennen at a disadvantage even when he does get it.

If you attempt to use it to get in range and get disengaged, you're basically fucked because you're now energy starved and can't contribute anything but a shuriken for the next 5-10 seconds, at which point you can contribute a shuriken and surge.

Alternatively, you time it with an enemy minion wave to ensure the refund (assuming your team mates miraculously don't clear it before you can refund off of it), but now your shurikens are being blocked by the minions swarming around you.

You lose either way.

Can we either see the energy cost lowered and refund mechanic removed, which would make sense because the ability itself is pretty terrible even without the absurd energy cost, or have the costs of his other abilities lowered slightly?
