Why is Queen's Tribute allowed to be stronger than Phase Rush?

Why is a quest reward for doing nothing other than spamming spells at enemy champions better than an entire keystone? It's on one of the most affordable items in the game to.

Now I'm aware as to why Phase Rush can never be allowed to ever be too strong because of strong abuse cases outside of immobile mages that rely on mobility but couldn't Riot just create a new AP item using just Queen's Tribute as a passive along with like 80 AP, and 10% CDR? You could even justify pricing it higher so it actually costs something for such a good passive, as opposed to getting it for free on FQC. Queen's Tribute is clearly something that mages outside of supports are looking for, and it's the main reason that they abuse FQC in the first place. I'd rather see a brand new AP item released altogether than bringing back twin shadows for the ghosts which is something that mages really don't care about.

The only reason you see champions like Vladimir building FQC is because Phase Rush is horrible for a lot of mages that need mobility like him. If you won't buff Phase Rush at least give mages the option to itemize into more mobility options.

FQC's & the Tribute reward is getting removed in 8.2.

Don't worry, all the abuse of support items is getting all of those fun, engaging support quests stripped and replaced with a dumpy Sightstone active quest instead. Good job guys, way to make support less fun.

Because Phase Rush gives slow resistance, and for longer. Queen's Tribute is a stronger burst of speed, but it's not as long, nor does it give the slow resistance.

Somebody please explain to me how Phase Rush can be abused this season but Stormraider's was fine last season. What changed and who are the potential abusers?

(Serious question. I play champions that relied heavily on Stormraider's and they are garbage now because of PR)

Because tribute doesn't last as long, or have slow resistance? Duh. Phase rush is fine in it's current state. Stormraiders was broken last season and not a single person will believe it. You could use it as a disengage on champions that were meant to stay in the fight, and that isn't healthy at all.

Phase Rush is FREE, and Frostqueen's Claim was intended to only be picked up by supports, which tend to be immobile (emphasis on TEND TO BE). Additionally, Phase Rush gives you the slow resistance, which is pretty nice, and Frostqueen's doesn't last as long. While Frostqueen's, in my opinion, is a good repositioning tool, between the two, Phase Rush is the real MVP for mobility.

It doesn't matter whether or not Tribute is being removed; phase rush was created at a time when Tribute existed. Riot knew there the passive gave more MS than Phase Rush, and they still released it in that state.

That said, Riot has acknowledged Phase Rush being weak/awkward before. Additionally, Phase Rush/Tribute aren't really comparable. Otherwise you could compare Frozen Mallet with Glacial Augment, Stoneplate with Aftershock etc.
