The ability is one of the main reasons why he's been cancer in the last million iterations of his kit. That thing needs to go or he'll always be unfun to play against.

Properly using it is what makes someone a good Ryze player.
Most people don't even know it lowered MR by a percentage. It made his combos absurdly powerful when used properly.
