I'm for Janna not being the best support. What do you mean by "shield strength mechanics"?
I think SOME shields are ok. The issue we have is that Shields are EVERYWHERE and on really low CDs
I'd be okay with heal strength passives being removed, IDK how I feel about shield strength. Not enough games with / against shield supps.
I think this is kind of a sensitive issue, since honestly most healing and shielding supports aren't that bad. Really it's just Lulu and Janna. Bard's healing is pretty negligible, Rakan's heal and shield are kinda there, Soraka (and to a lesser extent Nami) are countered by GW, and while Sona can spam shields in the late game, the late game is where she's supposed to truly shine, and she trades that for an atrocious early game.
Really I think one of the best two options is to either directly nerf the problem champions, or to increase the costs of relevant support items to account for higher support income, but to give the lower-end supports like Sona minor bluffs to their early games, so they dont fall behind since they aren't a problem.
I like shields and healing. Supports should feel like a 5th person not just some thing that puts wards and gets killed in team fights. If a particular support is overpowered, then yea nerf it. But don't destroy a mechanic over it.
