Does Vel'Koz need a nerf?

He's been OP for a long time, but it seems like the mage update has really made him out of control. He has a 55% win rate currently and a higher play rate than Malzahar (currently the best mage). He actually isn't that much worse than Malzahar currently. If you look at their play rates and win rates, they're pretty much the same, with Malzahar being just slightly better atm. And I know Riot is going to nerf Malzahar next patch. Should they be looking at Vel'Koz too?

He's not that OP. Literally every one of his spells is dodge-able.

He's also probably the easiest thing to burst down despite you building any sort of defense
