"There are an abundance of things in the game that give ability power incidentally"
You meant three sources? And you listed two of them: Guinsoo's Rageblade and Baron Buff. The one you missed was Hextech Gunblade, which only Akali buys (and you removed Will of the Ancients because "only Vladimir buys it").
And this comes after you spent a whole season systematically REMOVING the incidental ability power. You no longer get AP from Sheen, Iceborn, Trinity Force, Sona, Taric, Blue Buff (it's now an amplifier), etc. Have you decided against your previous decision? Or simply forgot that you removed all those other sources of AP?
You know what Nocturne would have liked? An AD ratio on his heal. For all those INTENTIONAL stats he buys. You gave one to Xin Zhao.
When new players look at the new Shyvana ratios and look at Sejuani, how are you going to convince them that Shyvana only wants "an incidental Guinsoo's Rageblade". Or do you intend for her to pick up Abyssal Scepter and start actually playing as an AP fighter? I mean, I imagine that would be very strong on her - but you never stated your intent was to create more AP fighters/tanks.
Would it be too much to simply remove the Blasting Wand from Rageblade and simply have it apply stacking on-hit damage ode to Malady? So long as it surpasses 51 magic damage at maximum stacks it's better than Rageblade's AP on the highest on-hit AP ratio (70% Teemo's Toxic Shot, unless you include the every-three-hits 80% on Diana). Would it be too much to ask that you just remove Hextech Gunblade as an AD item? Akali and Kayle are the only champions who buy it, and neither of them actually need Omnivore versus regular Life Steal + Spell Vamp (since Kayle's E applies spell vamp).
Some crude item reworks of my own that aim to **remove **the incidental AP:
Guinsoo's Rageblade
- Pickaxe + Recurve Bow + Kircheis Shard
- Ability power removed.
- Stacking passive removed.
- Guinsoo's Rage removed.
- Unique Passive: Deal 20 bonus magic damage on-hit, stacking up to 3 times on consecutive hits. (60 trumps 51)
- Unique Passive - Energized: Moving and attacking generates charges, up to 100. When fully charged, your next 3 attacks occur in the span of 0.4 seconds. The flurried attacks are modified to deal only 50% damage, but otherwise behave like standard attacks. (Typhoon Claw's old passive)
Hextech Gunblade
- Fiendish Codex + Hextech Revolver
- Attack damage removed.
- Now grants 10% cooldown reduction.
- Omnivore removed.
- New Passive - Transmutation: You restore health equal to 100% of the damage you deal. Healing from Transmutation cannot exceed 120 + (10 × level) (+80% AP) over a 30 second period. The cap utilizes a reservoir, with each 1 point of healing taking 30 seconds to regenerate.
- Active unchanged.
Transmutation is "spell vamp"/"omnivore" that is accessible to EVERYONE equally. Burst casters get burst healing. Over-time caster get over-time health. The caveat for "100% of damage you dealt" means that it still applies to on-hit effects, but if you're seriously only keeping Hextech Gunblade so Teemo can heal on Toxic Shot - why not just make all on-hit effects apply life steal or spell vamp?
