Question about Tibbers

Why, exactly, does Tibbers' summon cooldown start when he's summoned and not after he's dead? Considering CDR no longer requires you to go out of your way to build it and is actually core to her build now, why the hell are you putting such an asininely strong ult on such an effectively low cooldown?

Especially since now Tibbers isn't just a "drop and soak" summon anymore. He actually has sticking power and damage to make him a threat. Why the shit is he treated like a Syndra ult?

I swear, that ultimate gets me all the time. I kill Annie, drop ult last second and I either get chunked so hard I almost die or I just die then and there. She uses it, I come back to lane after killing me with it and now she's just staring at me for some reason, like she is waiting. I think it has too much power for too less cost like you do but I think the "avenge annie" mechanic is an issue, because its a punishment for eliminating a threat.
