In many toplane matchups, where teemo should be the bully, he gets bullied. The point of this champ is to be oppresive in lane and eventually be outscaled in the late game. I'm not sure where i'm going with this, but i'm sure most of you would agree that teemo isn't worth picking anymore, unless you're fighting garen.

A champion not being good doesn't have to mean they need to be redone.
Not even damage buffs, as he does plenty of damage. If his w just scaled off AP Teemo would probably feel just fine to play.
