Bard Chime Change

Instead of having 2 Chimes spawn every 50 seconds, have 1 Chime spawn at 1:55 and then have another chime spawn whenever Bard picks up Chimes. That way how powerful Bard's passive is is in his own hand's instead of game duration. Also, if its not too much to ask, remove the duration of the out-of-combat movement speed buff on Chimes so Bard can get back to lane and collect other Chimes more quickly.
