another shen energy post

In light of reading this reddit post Shen is the only ninja that doesn't have reduced energy costs as his abilitys level up.

I thought it might be neat if his spells cost 10 less energy if below 50% health. Or maybe just select spells like his dash and vorpal blade.

Edit: either that or kistrike could restore +10 energy when below 50%...
