@Riot: Are there any changes you'd consider on a champion to reduce perceived power?

Basically, here's my thought. There's more to do with balance than just win rate. We all know this. But win rate does say something about acutal balance as well. So, where's the line where you need to change a champion even if their win rate is healthy?

Really, I'd like to talk specifically about were Lee Sin falls on this spectrum. I agree with Riot that he ISN'T OP. But, on the other hand, he doesn't feel that good to play against, either. That's why there's so much flaming about him. I intentionally left him out of the title because I want to avoid the Lee Sin flamers that would inevitably come if he were in the title. But I find him to be an interesting case study for this broader discussion.

To me, this boils down to his mobility. I wouldn't mind if not for the ward hop. So, my brief suggestion is to take out the ward hop. If he's weak after that, fine, just buff something else. But getting rid of that instant mobility would reduce his perceived power. That's just as important as actual balance, imo.

So to the real point. Any reds agree with this philosophy? Is this something you guys talk about on the balance squad? I'm just curious. I would really like to have a discussion, and not a flame-fest.

I know these things are on the table for other champs. A 50% win rate isn't the only thing about balance; there's a lot of red posts about what feels fair and what feels right to play against. But I'm curious about where you draw the line. Lee Sin remains untouched when I see so much complaining about him (even though I agree his isn't actually OP), so I'm wondering why. Maybe it has to do with how other regions see him? Any insight appreciated (although I won't blame anyone for not posting since their words are often just used against them).
