Just completely separate Soraka's self heal from her ally heal already
She'll be very hard to balance as long as both are tied to the same ability. It was a problem when she was originally reworked. It was a problem after her second mini-rework (HoT on Q). In both of these situations she could get the best of both worlds by maxing a single ability, resulting in one dominant build path. And no, doubling her early W cool down does not count as "separating". That change was horrible. She is forced into maxing W - which turns her into a healbot which is boring to play both as and against. I find using my Q only when I need the Rejuvenation buff because using it to harass results in an almost zero payoff for taking a risk to do so.
Here's an idea: Revert W CD nerfs. Make Rejuvenation buff scale per Q level for Soraka and per W level for an ally. This way she has a selfish choice (max Q more damage and self sustain at the cost of some healing) and a more safe choice (max W for big ally heals at the cost of damage and, more importantly, self-sustain). Or even better - revert the mini-rework completely. Bring back the old Q which was actually rewarding when used properly - but this time, with self heal on it rather than on W. There, now you have a Soraka which encourages a more active play style instead of being just an infinite HP dispenser for herself and her ADC.
Just for once, nerf the thing that is the dominant problem on a champion instead of trashing everything else. Please.
