Xin was getting some buffs on PBE and then riot nerf them...why? 250 damage on his E is pretty normal special of how hard he fall late game!
Xin need some buffs everybody knows that! and no he will not be good tier simple because he have no escapes...like j4/vi/lee/kha/etc

if xin build full glass cannon in the league of CC and burst damage he will die in 0.25 seconds...

back then xin was the first "bruiser" and he was a monster! and the ADC was ASHE...so yeah he was A BEAST but now when you have vi or j4 who can build full tank and one offensive item and destroy everyone xin is nothing
