Why I'm solo player is always vs 3-ppl premades?
Is this what Riot call fair matchmaking?

KnKitsune3 votesBecause other Solo players are leaving, causing the system to not be able to find enough players with similar MMR so it goes derp and matches you with a premade with similar MMR regardless if you have a premade on your team.

LatetotheRace2 votesThe total amount of players is on the decline, especially in the realm of solo-duo players. Soooo the system has to attempt to make it work.
