Relic shield is too strong or spellthief is too weak (coin is balanced), mastery changes were good (now i actually don't run out of mana as soon as i use 2 Qs on Zyra) now keep buffing poke supports because they're bad right now.
When even Morgana build talisman, you know the whole spellthief line is trash.

certainly needs a buff.. it not even worth finishing as support, i just upgrade 
it to 
then start building 
and real items then i sell the frostfang late game. i never actually build the final version anymore. the first 2 parts are fine... its just that last one thats abysmal

- Talisman was buffed by +1 Gold
- Support masteries allow Talisman to be used every 40 seconds instead of 60.
- Morg can use this to engage often or escape. The spellthiefs line isn't trash. If you play Sona for example and don't have Spellthiefs your damage is noticeably reduced. This early damage is needed to push other players out of lane to give you an advantage which playing passive won't.
cool story bro, still relic heals more than spellthief damage, frostang is complete and utter trash and should be never bought because it is a 500 gold sink, frost queen is ridiculously bad compared to both talisman and FotM
there's a reason you don't see any kind of poke supports since mid S4 frostfang nerf
